Dr. Rockel graduated in medicine from the University of Toronto in 1939 and practiced in New Dundee, Ontario from 1940 to 1942; he joined the Canadian military medical corps during the Second World War (1943-145) and in 1946 he returned to Kitchener to private practice.
The World Medical Association is an international organization representing physicians, founded on September 17, 1947 by physicians from 27 different countries in Paris; it was created to ensure the independence of physicians and to ensure high standards of ethical behaviour and care by physicians at all times; the ethics were particularly relevant after the atrocities committed by Nazi Doctors in World War II
