Dr. Thomas Roddick was a prominent surgeon, Dean of Medicine at McGill and Member of Parliament. Roddick promoted a "Bill" that became known as the "Roddick Bill (1902)", officially called the Canada Medical Act establishing the Medical Council of Canada to register all medical graduates in the country.
